Older vespa scooters run 8in tire so I'm sure you'll find something. I would just leave the brakes stock your not going to need much more than what it came with in reality. Figure those same pads are on Hondas with much larger wheels. As the size of the wheel increases the breaking effectiveness decreases the opposite as wheel size decreases the brakes are more effective. There is an abundance of info on wheel size and braking all over the internet for cars and bikes a like.
