Did you remove the flywheel and get at the points yet?
My friend ray had 2 of these a few years ago in MINT condition in red. They have simple points ignition same as most Italian mopeds. Start by unplugging and connecting together the brake light switch connections on both sides and see if spark returns
You will find way more pictures and information if you look up Zanetti Bicizeta which is that bike under it's original name before they put the Safari name on it.
