They are two stroke and some of the smaller ones look moped or noped ish. they are cool and look fast as hell.

I’m assuming that they’re custom frames that use long-case engines from bikes like the Aprilia Scarabeo. Always interesting to see a scooter engine case with a 16”+ wheel on it.

Yes, the Scarabeo had larger wheels,I believe. Just means ALL scooter designers aren't stupid.

They are step-through motorcycles, sometimes referred to an underbone. The honda cub is an example. They are usually 50-150cc.

A lot of these have the Kawasaki Ninja 2T motors in them that were only sent to Southeast Asia.
