modifying/enlarging rubber manifold

I have a rubber manifold - well its a real tough plastic type rubber, with a bit of suppleness to it. and its 21mm ID and I want it to be 24mm

whats the best tool or method to use to "bore" it out?

whenever ive tried drilling rubber it just messes up

Heat and a 24mm mold for it settle over and cool .

take your drill bit w some masking tape, wrap a few times w same piece of tape adhere a strip of 60 grit sandpaper. spin correct direction and go at it evenly.

this worked perfectly and was surprisingly fast.

that's what I had on the metal manifold this rubber one just replaced
