Pedal-start (hah!) reed valve Morini M1 will not start

I'm restoring a 1980s Malaguti Firebird from the ground up. I hoped I'd get away with not having to dissassemble and rebuild the engine which seemed in good condition but ... the reed valve is good, I've put in a new cylinder, head and rings (piston is clean), the spark is good and the timing is spot on. The petrol feed is good and I've fitted a new Dellorto SHA 14/12 with a #52 jet. But it will not start. Where do I go next? Help! Thanks.

I should have said in the body of the text that its engine is a 50cc Morini M1, but I hope that was obvious from the subject line!

Another symptom? It is VERY hard to turn over with the pedals when the clutch is engaged. I also have a Piaggio Ciao which is easy to pedal start, requiring little effort
