Suzuki fa50 carb problem

I've worked a lot on the carburator of my Suzuki fa50.

I've cleaned him multiple times and he is not clogged and seems good. Now he starts smoothly and runs but I don't have power. I can drive 12mph but not faster. If a take the air filter off and i cover it partly with my hand, he drives much better. My air filter is brand new and is the original one. Does this mean that he has not enough air? But how can i give my carb more air? (My pilot air screw is all the way out, if I screw it in it doesn't help.) Or is there something else wrong? If I put my choke on, the power does not improve either.

Download both the service and the owner's manuals :

Set the carb exactly as the manual instructs .

Make sure your exhaust is not partially stopped up...that coukd be the culprit rather than carb

That is a definite possibility . Clean the exhaust out with oven cleaner or maybe drain opener .
