WooHoo! it works. Thank you all for teh suggestions.. Rebelmoby , we did a leak down test. Set engine to BDC, Took off the carb and rigged my compressor nozzle to provide a seal and to provide a gentle last of controlled air into the engine. Sprayed down the engine with soap/water and watched for bubbles. The culprit was the seal at the front of the engine which is shared by both the carb intake and he exhaust. Bubbled from 2 of the 3 securing bolts. took it apart and found 2 things wrong; the gaskets showed signs of wear and the last person who attempted to fix this problem put the 3 gaskets in the wrong order and caused an air leak.

Cleaned all surfaces and installed the 3 seals properly and torqued them tight. Engine started immediately. Once again , thank you to everyone who helped and hopefully this thread will help someone else get their moped back on the road.
